Fair Oaks Ranch in the Hill Country

Fair Oaks Ranch sits on the Hill Country edge northwest of San Antonio, between the I-10 corridor and Boerne. It is an incorporated city in three counties: Bexar, Comal, and Kendall. The FY2024-25 city budget states 7,861 acres. The 2020 Census counted 9,833 residents. Census QuickFacts posts a July 1, 2025 estimate of 12,025. Those are people, not listings.

Handbook of Texas and the city history page: Ralph E. Fair Sr. assembled about 5,000 acres in the 1930s (horses, then Herefords). Heirs opened residential tracts in the 1970s. A homeowners association formed in 1975. The Fair home became the country club in 1978. Density rules produced Fair Oaks North and Fair Oaks South, then one city on January 21, 1988. Home-rule charter in 2017. The 5,000-acre ranch figure is origin story. The operating city figure is 7,861 acres.

How the place actually works

This is not one gated master plan. You can have a city street, a unit HOA, a separate neighborhood HOA, or a gate, depending on the plat. FORHA (Fair Oaks Ranch Homeowners Association) predates incorporation and still runs private parks, a nature preserve, and about 9 miles of private trails for its members. It is not city hall, and it is not every street.

Fair Oaks Ranch Golf and Country Club is an Invited club at 7900 Fair Oaks Parkway. Two Gary Player courses (Live Oak and Blackjack), plus racquet, pool, and dining. Golf and Social memberships. Buying a house in the city does not buy a membership.

What you pay besides the house

City property tax for tax year 2025 is $0.285300 per $100 (28.53 cents), adopted by council in September 2025 and posted by the Bexar County Tax Office. Bexar bills and collects the city levy for every city parcel, including Comal and Kendall addresses. Appraisal still follows the county where the land sits (Bexar, Comal, or Kendall CAD). The city levy is only one line. ISD, county, and special districts stack on top and change by parcel. Verify before an offer.

Who serves the meter

The city sells water and wastewater. Sources: a wholesale connection to GBRA's Western Canyon transmission main, plus 30 active groundwater wells. Three pressure zones. City-owned wastewater plant. The city publishes two electric providers. CPS Energy for the Bexar and Comal portions. Pedernales Electric Co-op for Kendall. Confirm the county on the parcel before you assume the meter. The city does not sell electricity.

Stage 1 of the city's Drought Contingency Plan took effect August 1, 2026. The city banner still said Stage 1 on August 16, 2026. Verify before you water. Under Stage 1 as published: reduce nonessential use, designated-day watering or a handheld hose, landscape permits rescinded except the city's new-lawn exceptions.

Permits, codes, and the ARC

Building applications go to bcodes@fairoaksranchtx.org. Complete residential packages: 5 to 7 business days. Commercial: 14 to 16. First in, first out. Confirm the contractor is registered with the city. Demolition and building move are on the city's application list.

The city also tells you to consult the HOA or architectural review committee and to check easements. A city permit is not deed-restriction approval. If you need a variance, the city says get it before the permit. The building applications page lists 2024 International codes and the 2023 National Electrical Code. Verify campus by address. A 78015 ZIP is not proof of one school district.

The Dominion is a guard-gated community on about 1,600 acres in northwest San Antonio, with 24-hour security, three named gates, and 32 miles of private roads. Golf is next door at Dominion Country Club. Club membership is not in the HOA.

Shavano Park

Shavano Park is a small incorporated city in northern Bexar County, fully wrapped by San Antonio. About 3.3 square miles. Incorporated in 1956. Older streets sit next to later gated pockets. You are buying in a city with its own police, fire, and (on some streets) city water, not a single HOA campus.

San Antonio is the core city in Bexar County, not a single gated HOA. The city runs under a council-manager charter (mayor plus 10 districts). Bexar County covers 26 municipalities plus unincorporated land. Close-in stock (Downtown, King William, Alamo Heights) is a different product from north-central master-planned areas (Stone Oak) and small incorporated enclaves (Hollywood Park, Hill Country Village, Castle Hills).
